Council Meeting

Staff Members Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk, Assistant Police Chief Tom Murphy, Bill Lupien, Super intent of Engineering Services, Frank DeOrio, Director of Municipal Utilities, Mike Long, CIP Manager

Roll Call – Mayor Lattimore, Councilors McNabb, Jacobs, Dempsey and Hunter; present.

All stood for the Pledge of Allegiance to the Flag.  

Mayor Lattimore asked for a moment of silence.

Mayor Lattimore asked Council for consensus to move the public to be heard portion of the meeting to accommodate the public.  All agreed.

Public to be Heard –
Jerry Morgan 22 Pulaski St. spoke to ask why a crossing guard is not placed at he intersection of State and Pulaski St.  He brought a neighbor with him to speak.

Christy Sweeting 6 Pulaski St, spoke in favor of placing a crossing guard at the intersection of Pulaski and State St. regardless of how few or many children cross there.

Barb Gusti Genesee, Garden Apartments spoke as a former crossing guard and recommended the crossing guard be restored at that intersection.

Rose Anne Spinelli, Cottage St., spoke to ask Council to pass a law to ban dangerous breeds of dogs. She also complained about the ongoing problem with her neighbor’s pit bulls and the disruption in her neighborhood because of these dogs.  She stated they were poorly secured; fight, bark and people were afraid they would get out and hurt someone.  Council discussed.  Ms. Spinelli said she had not called dog control since the summer to complain because she didn’t want to be a pest.  She was assured that the Dog Control Officer would stop by to see her the next day.

Valentine Falfoldi, 9 Baker Ave., spoke about dogs, and suggested that with time and training young dogs will behave better.

Mary Lou Picciano, Cayuga St., spoke to Council about the arrest procedure of the Police Department.

Vicki Trojnor, 19 Chase St. – spoke about her feeling that there is a need for a traffic light and a crossing guard at the intersection of State and Pulaski Streets.  

Mayor Lattimore reminded Council that the County Power Agency has invited the City to join them to visit an anaerobic digester on 10/24.  They will meet at the Soil and Water building on County House Road.

Work Session
The City Manager, John Salomone and Comptroller Lisa Green presented Council with an overview of the first quarter financial report for 2005 – 2006.  They distributed a report and used a power point presentation.

Council and the Mayor discussed.
Other Business – Council Resolution # 150 of 2005 authorizing the Mayor to enter into a Lease Agreement with Clearwater LLC for the lease of space on the City’s radio tower located at 85 Osborne Street, Auburn NY.  VOTE: Mayor Lattimore, Councilors Jacobs, McNabb, Hunter and Dempsey. Aye.  PASSED.
